The verse speaks about an individual's dedication to perhaps reaching a dream while moving forward. "The blood will dry underneath my nails," maybe explains a person reaching something at the top, and to be able to do that he needs to tiptoe like how a ballerina does. Doing so for an extended period may cause blood to flow from our feet, specifically to the nails. Like how ballerinas learn to tiptoe, the blood will dry after a long time. This explains the dedication of an individual to do something. "The wind will rise up to fill my sails," perhaps explains a person's movement, which can be slow or fast depending on the wind. The wind is needed for the sail to move. I believe the wind is another word to describe the effort, while the sail is described as the journey of an individual.
