I have an RCA 46" LCD TV and a DishNetwork HD DVR Receiver. When the TV is on nor the DN remote or TV remote (which I have programmed for the DN box) will control the the HD box no matter how much time has passes. When the TV is off the box works fine. I've read solutions from putting tape on the sensor to buying IR boosters. Would someone be able to recommend the best solution that has been proven to work efficiently? Thanks in advance!

Fluorescent lighting is known to affect IR signals.
You may want to test moving the Dish box slightly and see if that helps. If the TV actually interferes, the angle of interference should be rather small.
which hd dvr do you have ?
612 is a uhf remote...make sure the 4" ant. is connected to the back of the rec.
722/ 622 tv1 is ir and tv2 is uhf, the tv1 remote has a uhf pro feature that is controlled by a switch in the battery compartment, open and make sure its disabled
