i have heard there are plate covers that allow you to see the plate from behind but not at an angle so the red light cameras and video police vans cant get a picture of it, is this true and how do you get one?

Don't work - at least the commercially available ones. The Mythbusters did a couple of segments on this (see Source below). The only thing that worked is speed - about 150+ MPH.
A fast LCD cover that becomes opaque like nuclear blast goggles or that goes opaque at all intersections would work but I don't know of any on the market.
Could welding helmet lenses be adapted?
