It's Flemish colloquial for 'I love you dearly' or 'I like you a lot'. A Dutchman from Zeeland or Brabant might understand it. It's similar dialects below the Moerdijk. They might say it in The Achterhoek or Twente too. The dialect there has Flemish tinges to it.
