i would go to claires. they have singles for about $16-20 and for two earing its about $24-30. so its not that bad.
Maybe Walmart is pretty cheap. I remember to get my second ear pierced of course I bought two studs so they would match each other when I'd change my stud out of my left ear. I remember paying about 10 bucks. Claires for buying one earring stud and getting my left ear done costed about 20 bucks from what I could remember.
I'd stick with Walmart rather then Claires then it won't be too girly and it's done out in the open rather in a girly closed space. What ever you do don't get it done by friends because it's better to have professionals pierce your ears so you get less of a chance of infections. Do remember that you have to have id and sign some forms of liability. Otherwise if you under 18 you'll have to have your parents sign on the dotted line.
Depends what part of the ear you want pierced, Claire's only does the lobe. as far as a cheap place, you need to be careful. because most of them don't sterilize they're needles. I suggest you look into it, before you actually get it done. some places will be cheaper than other, while others are more sanitary.

Clairs. and if you are gonna do it your self heres how...
1. get a friend or a mirror
2. mark with a marker where your gonna put the hole (make sure they are even)
3. take an ice cube and hold it on your ear untill its numb
4. take a thick apple slice and place it on the back of your ear (so the needle does not stab you)
5. pierce quick and hard on the marked spot
6. have a pair of earings ready to put in.
it shouldn't bleed much but be sure to clean and twist the earing.
In the garage with a nail. No charge. Use lots of hydrogen peroxide to avoid an infection, that or run away and become a pirate.
