Social institutions are important as instruments to create and sustain a society among natural enemies, by articulating certain rules of conduct and their enforcement instruments so that people can co-exist peacefully and resolve their conflicts by peaceful means.
We can identify three institutions concerning three most basic general needs of people. The need to obtain means of sustenance in the state of ecology allowed the strong to kill and eat the weak prey. However, the humans resisted the plunder of the weak by the strong as they banded together to fight against the plunderers. After thousands of years of warfare, they managed to learn from situations of stalemate that trade is a better alternative to war to obtain things belonging to the strangers. Gradually, rules of conduct regarding exchange took shape and by and large the market as an organized institution has very largely created a reliable commerce so that people may peacefully buy from strangers and sell to strangers without having to use violence at every turn. Plunder still occurs despite the laws, courts, police and prison, but the market survives as the better option. It is important to make the market perform better by improving the enforcement instruments so that no plunderer can hope to get away with theft, robbery, and fraud.
Similarly, the institution of the state grew out of man’s attempt to secure self-defense against oppressive aggression of enemies. A polity based on peaceful negotiation and consent is a better option than settling every issue with guns. Here again, the rules of conduct so far articulated are not perfect and political confrontations do take place that may derange into violent riots. The important thing is to keep figuring out solutions of conflict resolution and the exercise of power by consent.
Institutions are man-made entities and are subject to evolution. The rules of conduct may need to be reformed or refined to meet the changing needs of the times. The idea that institutions at their core are rules of conduct that define each individual and group’s rights and responsibilities in a framework of reciprocity will help people fine tune the rules of conduct to make social existence more peaceful and less confrontational.
