It depends of how your hate treat them. If you are hating them because of their looks, types of skin, or race etc... then it's a racism, but if you are hating them by their personality then it's not.

Hating everyone will not identify you as a racist, because when it comes to hating it only means you don't like that person because it has a grudge in you. And when we say racist you're judging a person that is opposite of you, just like discriminating all black people because they are ugly unlike white people, that's a racist not hating.
