I believe that email client (Outlook Express) has been removed from (all versions of) Windows 7. This is in lieu of Outlook Anywhere and or Windows Live. You can simply download Outlook Anywhere from Microsoft or use another email client like Thunderbird from Mozilla.

No, but Microsoft planned ahead for you and offer Windows Live Essentials easily, and Windows Live Mail is an e-mail program that comes with it. You can get it from http://download.live.com/ .
