In the Navy......I belonged the Com-Rel committee.
It stands for community-relations. Often, some locals aren't happy to have a base in their neighborhood........and our job, was to make sure that they appreciated us.
We would volunteer our free time, to do community projects, like painting orphanages, ......or turning a trash strewn vacant lot into a community playground.......or helping clean a beach of the endless garbage.
The goal was to prove we could be GOOD neighbors, and improve community relations.
In Japan, this worked so well, we were the first ship *ever* , to be asked to field a team for the annual Moshi parade. This was meant as a high honor......and we accepted.
and despite being total laughable amateurs at the task at hand........(which is carrying a HUGE heavy -a s s shrine on log poles, and rocking it back and forth to thrill the crowds..........)...............we gave it our best shot, with limited practice......and managed not to kill anyone.
We did get HUGE cheers from the crowds........just for participating and trying to give it a go.
Needless to say, the Japanese professionals out shone us by light years.........being experienced hands at it..........but they appreciated the hell out of the fact, we tried to participate in THEIR customs.
These sorts of things help ease tensions..........for the base in general, when the BAD things happen, like sailors or Marines committing CRIMES in the local neighborhood.
We can have the GOOD things to point to........to help balance things out.
