Residents taken by surprise by the sudden rise in flood water are rescued from
rooftops as roads in Manila are transformed into rivers. Tens and thousands of
hes have been submerged in the capital, and three million households have been
without power.
The island of Luzon in the northeast of the Philippines sought torrential rains
