Ive had him for a couple of years now but every time I go next to the cage he moves to the other side. If i put my hand in the cage he goes wild, there was like one time when he let me touch him but that was it. I like him but but i just wish he was more tame.

Keep playing with him you have to earn his trust. You can also take him to the pet store and have his wing feathers clipped, then you can put a play pen up for him, it's much more likely that he'll let you pick him up when he knows he can't fly.
You're not going to. Some of them automatically take to people and some don't. I've had both, loners and affectionate ones.
To keep your bird from getting lonely, get another parakeet (another male, so there are no babies). If they don't get along, you can get two cages and set them side by side. That way, they'll keep each other company without biting each others' heads off.
look on the internet how do you tame a parakeet there are programs it takes time and patience
flush it
no really. let it eat food out of your hand. most animals will associate food-hand-friend
