Do you mean ABC card? I am not familiar with Louisiana State law, but it shouldn't be too much different from my state. (Tennessee). I had to attend a class and take a multiple choice test. The class normally last anywhere from 3 to 4 hrs. We had to watch movies and have discussions about the state laws and the signs of alcohol abuse. In my state, it cost about $50 dollars. The card normally lasts about 3 to 5yrs. After that time, it expires and you will have to take the class again.

Since you say ABO card I assume you are in North LA anyway you should contact the ATF (Alcohol Tobacco and Firearms) and ask them what agency to contact. Look in the blue pages of the phone book. There is a fee to take the one day class and an easy exam afterwards. In Baton Rouge the class is on Coursey Blvd. In Shreveport I think it is down town somewhere. If you are anywhere else than I don't know you should call.
The minimum age is usually 21, however I don't know what Louisiana law is. Try looking for a website that has Louisiana gaming regulations, and you should find it. Sorry but I think the 21 thing is nationwide, but it doesn't hurt to check. Oh and try calling one of the Casinos in Louisiana. They will be able to tell you the age restrictions, and usually have a toll free number.
