I am having a layover in Amsterdam (Schiphol Airport) for a day. How easy is it to get a VISA to visit Amsterdam for that day? I am neither a US nor an EU citizen, so I need to obtain a VISA to enter the city.
Any directions on the procedure to obtain such a VISA would be great. Thank you very much in advance.

The other answers are not correct. You can transit through the airport without getting a visa for the Netherlands because you don't go through passport control. Since you apparently come from a country which does require a visa to visit the Netherlands, you need a visa to get through passport control to exit the airport.
You most certainly will need a visa in order to leave the transit area.

if they let you into the country ,you " WILL NOT " need a visa to visit the city
your passport is sufficient , and nobody will ask to see that apart from at the airport

as i understood it's a transit city for you, so as it was mentioned above your passport is quite enough. you don't need visa.
