Not only can't you change it without upgrading your hard drive, you probably won't see a significant increase in performance unless you go with a SSD (Solid-State Drive), which are available but still significantly smaller and more expensive than traditional Hard Disk Drives.
1. WEI is a very crappy metric for determining real world performance. I wouldn't obsess over it 2. If you have a mechanical HDD, you will top out at a 5.9. No way around this other than getting a SSD. 3. If you have an older CPU/mobo like an LGA 775-based system with the memory controller on the board itself, then you're not going to get much more than 5.9. New CPU's with on-CPU memory controllers tend to score higher. 4. If you have some low end crap card like a GT 520 or GT 430, and the like then 6.5 is a pretty reasonable score. If you want to break into the 7's you'll need something along the likes of GTX 550 ti or GTX 460.

You are limited by the physical characteristics of your hard drive. I have the same situation with Win7 as you and I have a WD Black with one of the highest transfer rates for a 7200 RPM drive. The only way to increase the speed is go to 10,000 RPM or SSD.
you can't really change it unless you change your hard drive.
