i rebooted with recovery cd and got error:10-FC12-0570 then rebooted again couple times and erased hard disk and keep getting error:08-0E89-0000 please help with sugesstions

I don't know what that error means, but you probably have a bad drive or drive controller.
First, make sure that the drive is still seated properly. Most laptop drives and specifically, my toshiba has just enough space in the drive copmpartment, that the drive might have come loose from the connector, especially if the laptop was banged around signifigantly.
Turn it over and open the drive compartment. Once open, you should see a tab that you can pull that will back the drive away from the connector. If the drive comes away without any effort, it may not have been in all the way. Just push it back in all the way, close up the door and try again. In fact, if it was loose, try without the recovery disk. You may find you never actually erased the disk at all.
If that doesn't fix it, then you may need a replacement drive. They aren't expensive. You need a SATA 2.5 inch internal/laptop drive. You can even find them at Walmart although I would recommend bestbuy if you want a selection of sizes. Be aware that there are SATA II drives but I don't know if they are compatible. You most likely have a SATA 1 ( just SATA)

That is a very common error with Toshiba laptops and is possibly a hard drive problem.
Determine what brand of Hard Drive it is, go to that manufacturers support site and download their Self Booting CD Image, create the CD according to instructions, boot to that CD, then run the most exhaustive tests available.
That will tell you if the drive is bad or not.
It is most likely a bad hard drive and will need replacing.8-((
