How do you know the battery is fully charged if it won't come on? It is impossible to diagnose properly with out actually having the PC in front of me, but my guesses would be that the power chord/charger is bad and is not charging the battery or the power plug in the PC is bad. I've seen both of these happen many times on laptops. You can pickup a charger for about $20. If the plug itself is bad then you may need to replace the motherboard, because most the time the plug is soldered onto the motherboard. Of course there are about a dozen other possibilities.
Try removing the battery and reinserting the battery. If still the problem, your battery or the motherboard is damage. To confirm take it to a repair shop. Hopefully your warranty have not expired.
Okay, I was experiencing the same behavior and I found a video on YouTube that describes how to remedy this problem. Get your T43 and unplug the power, then remove the battery. Now now press the Power button ten times with each key press held down for at least one second. Now press and hold down the power for at least 30 seconds . Now put your battery in first and then the power cord, then press the Power button for at least 5 seconds. After that, all you need to do is show up. See: https://youtu.be/fMiO-RsNUUk
