For me, it's BIAS. Because employers find it unfair or unjust on their part given some considerations on the terms and conditions of the ratified Law. as the also think of their own investment, income or profit, possible risk for loss, they have reservations over the changes being proposed.
prejudice refers to have preconceived opinion over others which is not entirely the reason of they refusal or rejection of such ratification.
