- The function of an Operating System (OS) is to communicate with the hardware of your device. The Operating System acts like an intermediary between application softwares (e.g. Multimedia Softwares, Word Processing Softwares) and your hardware, so that your application softwares can communicate with the hardware of your device. Without an OS, your device is useless.

For a Cellular Phone, Android (Stock Android) will be my choice hands down as it is open source, more customizable and gives you more freedom to do whatever you want with your phone unlike iOS.
For a PC, I would go with Windows, although it's proprietary and paid, there are just many application softwares that I necessarily need is only available for Windows. Linux Distros would be my next choice.
