Low income housing are usually properties owned by the government offered at a lower rate, or privately owned properties subsidized by local government.
Section 8 is a federal subsidy that can be applied to any privately owned property approved by section 8, and virtually all privately owned properties can potentially be approved if the landlord is willing to accept section 8, thus they can be quite nice. In the old days only the slum lords would accept section 8 because the government share of the rent is always paid late. But now section 8 isn't seen the same way because while the rent is late, the government never defaults.
To qualify for Section 8 your income has to be below a certain amount depending on your county and your family size. There are housing programs beside Section 8 but all of them are for low income people. They are all administered by HUD but your eligibility is determined in your county. You should call the city or county Housing Authority and ask about them.
Edit: There are some regional housing programs. Call your Housing Authority.
Well I think the big difference is that in section 8 you may pay less than low income rate if I'm correct.....I think they go by what you make and what you can afford, and the rent will be based on that level of income....
