It depends on the criteria on which pageant contestants are judged. If it’s “who has the largest uterus?” or “who has the largest Adam’s apple?”, then no, transgender women and cisgender women should not compete in the same pageant. If, OTOH, the criteria are achievements, physical beauty, intelligence, poise, general knowledge, interpersonal skills, talents, etc. then there is no reason why there should be a distinction between transgender and cisgender women.

If a transwoman looks, acts, thinks and interacts like any other woman but does so with more grace and femininity than the other girls in the pageant, there is no reason to deny her the chance.
However, she needs to be officially of the female gender first. This would be a major obstacle in many countries (where transwoman are denied the right to change their official gender e.g. in all cases for Thailand and in most cases for the Philippines).
