Its a little bit of both actually. Different colors do have certain symbolic significance, but for the most part the choice of a Sikh's turban color is personal preference. I myself am Sikh and I wear mainly black or dark blue turbans - I prefer the look of the darker colors and its easier to match with clothes. I have met some people who take the time to match their turban colors with their clothes, but that's a bit vain in my opinion.
As for the significance of colors, Kesri (saffron orange, representing courage and wisdom) and pavo (royal/navy blue, commonly worn by Sikh gyanis, or those learned in Sikhi) are traditional colors of Sikhism. Some Sikhs such as the Akali Nihangs typically wear only these colors for their turbans and clothes. Red is a customary color for wedding ceremonies and other days of celebration. White, which represents purity, and black, representing humility, is also quite commonly worn.

well colours sometimes have special significance like namdhari people never wear dark colours like black or blue and wear only white but others wear whichever suits their clothes and makes them look good. black is mainly worn because it suits all kinds of colours of clothes.
