Ready to stretch to what size? 00g (3/8") or 7/16"? If you can put the 00g plugs in, you make as well leave them there. But still wait a month before you try stretching to 7/16". If you want to stretch gradually, every 2 weeks put one layer or PTFE tape or electrical tape on the plug and insert it in your ear.
If you can easily put 00g in, then yes, your ears are ready to stretch. You never need to use tapers -- they just ease getting the next size in. If you can do it without the tapers, it means that you've defintely waited long enough.
Tapers are the easiest and safest way to prevent blow outs. At small sizes (20g to 10g) you can just use an earring of each gauge, but it is faster and better to use tapers.
