presently in modern english means now as in "presently I have no money in the bank"
or in the near future . "the bus will leave presently"
since present means now -not the future
grammarians might not like the second meaning but it has beeen in common use for a long time.
It means "now" and " a short period of time to include the present". Yeah, they both make sense. I think you're getting the expression confused with the words which mean the expression. "After a short time", I think is what is confusing you. This doesn't give any indication that the short time includes the present. It's the period in which this desciption takes place - "soon" (which is the meaning). After a short time" is the description of the meaning.
