Let’s start with non-Islamic culture. That would be the customs, norms and traditions of any place or group or people where said culture does not come from Islam. Since Islam came about in the 6th century, the culture of all people could be considered as non-Islamic to varying degrees, even Arabs.
An example of non-Islamic culture could be the dress of bedouin Arabs as it existed before Islam and is not mandated by the religion. Islam has a dress-code, not a uniform.
Islamic culture is perhaps more tricky to define. I suppose it would be the customs, norms and traditions brought about by Islam. So to say something is from Islamic culture is to say that it is separate from any pre-Islamic and secular cultures. Then in which case, circumcision could be considered Islamic culture where it was not already practised. Going to Friday prayer could be considered Islamic culture as it is common among all Muslims.
