If you mean academic writing in general, “bad" maybe for several reasons. It might simply be that the writer has no idea how academic pieces are written. Hence the tone of writing may not be formal or maybe there is no structure to the piece of writing. Worse, the author may be writing this without much knowledge about the topic and may have simply 'cut and pasted’ parts from other authors. Then of course, is that the grammar might be wrong?
If you mean academic writing, in terms of an exam, apart from all the above is the fact that the candidate has not read and researched about the topic and is simply writing his/her opinion and might not substantiate it. Will not have given relevant examples to prove his point. They might have generalized a lot. One paragraph and the other are not coherently linked...
