This is only my opinion...
The proverb indicates that a friend will always be your friend despite the misunderstandings, you both try to fix your problems. Even if you don't communicate much but when you do you still act as close as ever. The proverb is similar to "once a friend, always a friend" and it shows that both are there for each other through good or through bad. They will listen to your problems and also make/spend time with you and also give you encouragement and sometimes even boost your confidence.
