f you mean a country without a government (an anarchy), then good grief no! Diplomacy and establishment of international relations are some of main duties of a government and a very important aspect of politics. If there weren't governments constantly negotiating with each other about trade and non-aggression pacts, then I can assure you there would be more conflicts.
You may be right that governments can sometimes cause conflicts that the citizens of country don't feel they need or want to participate in, but this is a rare case and most wars are started for more than just one reason. There are always several contributing factors to study.
But it doesn't really matter, since governments are very natural occurrence in human social groups and even if an anarchic state was established, I'm sure that someone would swoop in and make their government or just take over their own little area. Except if someone was actively enforcing their own synthetic anarchy. But that would make this powerful entity a government itself, so anarchy is quite impossible.
