Interesting question. After looking at all the figures, I'm pretty sure it's Mississippi then Louisiana, but I don't have time to do all the calculations. The answer definitely ISN'T Florida, California, Ohio, or Texas. Check my links if you're interested in knowing for sure. Trust me, this is the only answer that is at all accurate.
I'd guess Florida. Texas, California and Florida are the big 3, and Florida has the smallest population of those so that's how I came to my conclusion. Interesting question though! I do know for a fact that American Samoa is the territory that produces (by far) the most NFL players per capita. It's amazing the talent that has come from that island!
I think it's California, cause most of the NFL players went to high school or college in California.. and Florida and Texas also come in second and third..

If per capita, I'd say Ohio.
I asked this question myself, and I think it is FLA, followed by Louisiana. As far as region, I would take NE ohio and/or Western PA, but that is just a guess.
