The theory is that they act as a barrier to small business, which cannot afford the fees, but the truth is that a small producer will likely not have the quantity or quality of product to meet the needs of even a moderately large market, so it's a bit of a moot point.
In fact, it can be argued that providing a way to get product into stores actually helps smaller producers. If a store can be convinced to stock an item via a payment of a fee, it makes it easier for new products to get in the stores. It can also KEEP the product in the store long enough to gain a foothold.
