Not too sure who says it is difficult. And "subtractive" generally refers to carving (wood or stone) where material is removed (subtracted). Modeling (clay or wax) is "additive" because material is built up (added) to achieve the desired result. This means, for instance, a bronze cast from a terracotta model is also "additive."
I think the sense that one has to control material removed--using tools that require both strength and delicacy--is part of what makes subtractive sculpture challenging to produced. But I am loathe to get into comparisons of difficulty among the mediums and techniques. They are all difficult. They all have their challenges.
