Because the language is sexy. The words just roll off the young and sound so amazingly fantastic. Not only that but Paris is a very romantic city and they speak French there. So that might have something to do with it.

French is generally perceived as having a 'sensual' sound to it, and images of French towns and cafes tend to conjure up romantic thoughts.
In addition to this, French is also one of a group of languages called "Romance languages" - this meaning that they were derived from Latin, sometimes known as Roman.
Roman -> Romance, you see?
Romance languages don't actually have anything to do with love, but to someone who didn't know, that's how it would sound. So, if French is referred to as a Romance language, then that and its reputation for sounding sexy could very well have lead to this nickname.
I guess it is a nice language. I am french and it doesn't chock me. But yeah, it is a fluid language.
