I would respectfully jump in the situation and help both individuals who struggle with communication, I would first recommend that the foreigner should talk slower, use plain language, speak clearly and not forcefully. Moreover, I will ask the foreigner to use abbreviations or to explain what it stands for in a clear and understandable way and also to use simple language to avoid misinterpretations. Put in mind that people of a different language and culture can hear fine. They are probabbly intelligent enough to grasp what you are saying if you intelligently deliver your message without talking down to them. If it's feasible, I could also interpret o translate the foreigner's order to the food attendant if I understand what she's stating, it would not bother me at all if I was in that exact situation. Or, either suggest using an app to translate her words or language. If I face a real-life circumstance similar to this one, I will be able to aid others by applying what I learned in our oral communication class.
